For the beginner, the first thing is to choose the key, the most used keys for xiao flute is key F and G, key F is one tone lower than key G, so the finger holes’ distance for a key F is larger than key G, and to some extent makes a key G one easier to control for the beginner.

Traditionally, the xiao flute is configured to 6 holes (5 front and 1 back), so the finger holes’ distance is something large, while the modern flutes are configured to 8 holes instead (7 front and 1back), which in turn makes it easier to control. So for the beginner, a 8-hole one is a better choice.
